Just read this, im so confused about weather etc.?

Just today they discovered "Downside to ozone healing" it said winds will change, does that mean pick up or slow down. They say temperature changes, increase or decrease? and finally, are they talking about this happening like 5 years from now, or like 100-150 years from now?
