When buying first board, what should I buy used and what should I buy new?

Sounds ok. Generally, if it is real good and doesn't have any de-lamination on it, the board is a good thing to get used. Bindings can be tricky because old ratchets on the bindings can get sticky and not work well, so I would recommend new bindings. But, totally understand the tight budget, so you gotta do what you gotta do :)
