Should Americans rip off Iraqis in the States the same way Iraqis rip off our troops overseas?

I have heard and witnessed coutless instances of the Iraqi double standard of the Iraqi price for goods and the Amercian price. A case of thank you for liberating us but let me suck everything out of you before you go. Should we as Americans rip off Iraqis in the States the same way Iraqis rip off our troops overseas?
